Acts 

Act 31/2024. An Act to amend the Criminal Justice Act 1990 as regards its application to the sentencing of persons, who, at the time of the commission by them of certain offences to which that Act applies, were under the age of 18 years; and to provide for related matters.

Act 32/2024. An Act to give further effect to Directive 2009/103/EC of the European Parliament and of the Council of 16 September 20091 relating to insurance against civil liability in respect of the use of motor vehicles, and the enforcement of the obligation to insure against such liability, as amended by Directive (EU) 2021/2118 of the European Parliament and of the Council of 24 November 20212 and for that purpose and other purposes to amend the Insurance Act 1964, the National Treasury Management Agency (Amendment) Act 2000, the Value-Added Tax Consolidation Act 2010 and the European Union (Insurance and Reinsurance) Regulations 2015 (S.I. No. 485 of 2015); and to provide for related matters.

Commencement: This Act shall come into operation on such day or days as the Minister may by order or orders appoint either generally or with reference to any particular purpose or provision and different days may be so appointed for different purposes or different provisions.

Act 33/2024. An Act to provide, due to the continued high cost of global energy prices since the completion of payments under the Electricity Costs Emergency Benefit Scheme III and the Submeter Support Scheme, for the establishment of further schemes in accordance with this Act out of resources available to the Minister for the Environment, Climate and Communications, to be known as the Electricity Costs Emergency Benefit Scheme IV for the purpose of making further electricity costs emergency benefit payments during the period commencing on the date of the passing of this Act and ending on 31 August 2025 and to be known as the Submeter Support Scheme II for the purpose of making submeter support scheme payments during the period commencing on the date of the passing of this Act and ending on 31 August 2025; for the purpose of the Electricity Costs Emergency Benefit Scheme IV to confer functions on the distribution system operator and electricity suppliers; for the purpose of the Submeter Support Scheme II to confer functions on electricity suppliers; to confer functions on the Commission for Regulation of Utilities in relation to each of the Schemes and for that purpose to amend the Electricity Regulation Act 1999; to provide that the electricity costs emergency benefit payments and the submeter support scheme payments are exempt from income tax and for that purpose to amend the Taxes Consolidation Act 1997; to enable the Minister for the Environment, Climate and Communications to make regulations in relation to the operation of the Schemes; and to provide for related matters.

Statutory Instruments

SI 507/2024.

Commencement: 1 October 2024

SI 508/2024. This Order exempts from the provisions of the Merchant Shipping (Load Lines) Act 1968 certain classes of vessels under 80 tons register engaged solely in the coastal trade. It retains the ships within the scope of the previous such Order, but also now includes an exemption for rescue boats which are declared assets of the Irish Coast Guard under the National Search and Rescue (SAR) Plan.

SI 509/2024. These Regulations set out certain aspects of the Irish Aviation Authority’s performance of its functions in so far as they relate to the application and enforcement of technical and safety standards in relation to aircraft and air navigation which shall be the subject of a periodic examination initiated under section 32(3)(a) of the Irish Aviation Authority Act 1993. They provide for the issuing by the Minister for Transport of terms of reference for an examination that set out the scope and focus of an examination.

SI 510/2024. These Regulations provide for the enforcement of Council Regulation (EC) No. 881/2002 of 27 May 2002, as amended, regarding restrictive measures concerning ISIL (Da’esh) and Al-Qaida Organisations. Section 42 of the Criminal Justice (Terrorist Offences) Act 2005 creates an offence for breach of the provisions of these Regulations, provides for appropriate penalties, and empowers the Minister for Finance to make regulations providing for such incidental, supplementary and consequential provisions as appear to the Minister to be necessary. The Regulations revoke a previous domestic instrument created under Section 42 of the Criminal Justice (Terrorist Offences) Act 2005 in relation to Council Regulation (EC) No. 881/2002 of 27 May 2002, as amended.

SI 511/2024. These Regulations provide for the enforcement of restrictive measures contained in Council Regulation (EU) No. 401/2013 of 2 May 2013 as amended, regarding restrictive measures concerning Myanmar/Burma. The Regulations provide that competent authorities of the State may issue directions for the purpose of giving full effect to the sanctions. The Regulations create offences for breach of the Council Regulations or for failure to comply with the directions of competent authorities of the State with regard to implementation of the sanctions and provide for appropriate penalties.

SI 512/2024. These Regulations provide for the enforcement of restrictive measures contained in Council Regulation (EC) No. 765/2006 as amended, regarding restrictive measures concerning Belarus. The Regulations provide that competent authorities of the State may issue directions for the purpose of giving full effect to the sanctions. The Regulations create offences for breach of the Council Regulations or for failure to comply with the directions of competent authorities of the State with regard to implementation of the sanctions and provides for appropriate penalties.

SI 513/2024. These Regulations provide for the enforcement of restrictive measures contained in Council Regulation (EC) No. 147/2003 as amended and Council Regulation (EU) No. 356/2010 as amended, regarding restrictive measures concerning Somalia. The Regulations provide that competent authorities of the State may issue directions for the purpose of giving full effect to the sanctions. The Regulations create offences for breach of the Council Regulations or for failure to comply with the directions of competent authorities of the State with regard to implementation of the sanctions and provides for appropriate penalties.

SI 514/2024. These Regulations provide for the enforcement of Council Regulation (EC) No. 2580/2001 of 27 December 2001, as amended. Section 42 of the Criminal Justice (Terrorist Offences) Act 2005 creates an offence for breach of the provisions of these Regulations, provides for appropriate penalties and empowers the Minister for Finance to make regulations providing for such incidental, supplementary and consequential provisions as appear to the Minister to be necessary. The Regulations revoke previous domestic instruments created under Section 42 of the Criminal Justice (Terrorist Offences) Act 2005 in relation to Council Regulation (EC) No.2580/2001 of 27 December 2001, as amended.

SI 516/2024. These Regulations provide for the enforcement of restrictive measures contained in Council Regulation (EU) No. 1352/2014 as amended, regarding restrictive measures concerning Yemen. The Regulations provide that competent authorities of the State may issue directions for the purpose of giving full effect to the sanctions. The Regulations create offences for breach of the Council Regulations or for failure to comply with the directions of competent authorities of the State with regard to implementation of the sanctions and provides for appropriate penalties.

SI 518/2024. These Regulations provide for the enforcement of restrictive measures contained in Council Regulation (EU) 2019/796 of 17 May 2019 regarding Restrictive Measures against Cyber-attacks threatening the Union or its Member States. The Regulations provide that competent authorities of the State may issue directions for the purpose of giving full effect to the sanctions. The Regulations create offences for breach of the Council Regulations or for failure to comply with the directions of competent authorities of the State with regard to implementation of the sanctions and provides for appropriate penalties.

SI 519/2024. These Regulations provide for the enforcement of restrictive measures contained in Council Regulation (EU) 2016/44 of 18 January 2016 as amended, regarding restrictive measures concerning Libya. The Regulations provide that competent authorities of the State may issue directions for the purpose of giving full effect to the sanctions. The Regulations create offences for breach of the Council Regulations or for failure to comply with the directions of competent authorities of the State with regard to implementation of the sanctions and provides for appropriate penalties.

SI 520/2024. These Regulations provide for the enforcement of restrictive measures contained in Council Regulation (EU) 2016/1686 of 20 September 201621 as amended, regarding restrictive measures concerning ISIL (Da'esh) and Al-Qaeda. The Regulations create offences for breach of the Council Regulations or for failure to comply with the directions of competent authorities of the State with regard to implementation of the sanctions and provides for appropriate penalties.

These Regulations provide for the enforcement of restrictive measures contained in Council Regulation (EU) No. 2017/1770 of 28 September 2017 as amended, regarding restrictive measures concerning Mali. The Regulations create offences for breach of the Council Regulations or for failure to comply with the directions of competent authorities of the State with regard to implementation of the sanctions and provides for appropriate penalties.

SI 522/2024. These Regulations provide for the enforcement of restrictive measures contained in Council Regulation (EU) No. 753/2011 as amended, regarding restrictive measures concerning Afghanistan. The Regulations create offences for breach of the Council Regulations or for failure to comply with the directions of competent authorities of the State with regard to implementation of the sanctions and provides for appropriate penalties.

These Regulations provide for the enforcement of restrictive measures contained in Council Regulation (EU) 2019/1890 of 11 November 2019 as amended, regarding restrictive measures concerning Türkiye. The Regulations create offences for breach of the Council Regulations or for failure to comply with the directions of competent authorities of the State with regard to implementation of the sanctions and provides for appropriate penalties.

SI 528/2024. These Regulations amend the Schedule to the Infectious Diseases Regulations 1981 (S.I. No. 390 of 1981), as inserted by Regulation 6 of Infectious Diseases (Amendment) Regulations of 2024 (S.I. No. 119 of 2024), to include ‘Human papilloma virus (HPV) infection (residual unlinked clinical specimens)’ amongst the list of diseases designated as an ‘infectious disease’ for the purposes of the Health Act 1947. In addition, these Regulations amend the Principal Regulations to provide for the preliminary notification (i.e. immediate notification by telephone) of ‘Verotoxigenic Escherichia coli infection’ and remove ‘enterohaemorrhagic escherichia coli’.
